I do not think the income should play a part , how ever they should fix the system to where only those who truly need help receive it . not those who buy three carts at a time ,and load the groceries in to a Mercedes SUV. I am all for helping those who truly need it. I am all for having some type of a test requirement before making a baby as to not have a wide spread epidemic of stupidity , because there are some parents out there who have to get on a computer and ask how to control a three year old or their teenager. People who burden society with having tax payers supporting a person with 5 kids from different people ..that falls under the stupidity rule . The family who has say one or two children that had enough sense to stop having kids , and are honestly trying to work at a better life , I do not consider them to be a Burden. they could start checking out welfare recipients by mandating unannounced home visits , and have very very tough penalties for those found to be abusing the system. That goes for ones on disability as well , I knew a guy drawing disability but he worked full time under the table ( tax free) and did various types of recreation , he got caught and they just denied him his check for one month ...that to me is where the system is failing , I am not against the ones who need help , after all the average tax payer never knows when they may need help ,and are denied because of having children . Plus most average tax payers get more of a refund in income taxes than what is deducted and also paid out in all other taxes over the year , so are they really a tax payer, I am for sure , I get no refunds ,I have my own business , I just sent the IRS a check for $12,563.00 so I am indeed a tax payer. more so than most who break even or refunded that just complain . personally I think it is wrong for those that have no kids to have most of their property taxes put toward schools , my neighbor is 59 years old never had kids ,but more than half his property taxes go to county schools , so where do we draw the line ? They can start holding parents more accountable such as a out of control teen that commits a crime , lock the parents up ,and remove the kid from society , if they were to do that people would think twice about the real responsibility of having kids .Parents who can not control their bad *ss kids in public need to be fined heavily , they have no right to allow their child to run wild and ruin my dinner . My kids only messed up in public one time , that was all it took , no counting , no time out ,no threats , just POW right on the ****. stupidity ,and ignorance of child rearing is achieved by spineless cowards with no contact with reality , and by that they should be held accountable ,and responsible in criminal court if they make a baby that grows up ,and does not know how to behave and wants to go shoot up a place or commit any other forms of crime. start making the parents of these bad*ss kids in pay the bills for their child's time out in prison , why do we have to pay for their kids in prison ,when the parents are the ones who failed to properly raise their kid. stupidity is everywhere , it is poor , medium class , and wealthy also . if we draw a line lets draw it down the middle between normal ,and stupid as to include everyone , instead of straight across between financial classes just to stereotype the poor. Have you never heard that some people with no money at all are actually more rich than people with millions of dollars.....I am pretty well off now , but I do not forget where I started , nor do I know where I will end up . as I am sure you too are one pay check or accident from having nothing like the rest of us.

Money should not come into it, that's the trouble with society. In my opinion people are greedy and mean, having a child, loving him and raising him should never depend on 'can you afford' to have him, some of the most pleasant and down to earth people have been raised in a not so rich home. If the values and rights of each person were upheld, then the question wouldn't arise. In the not so far future we are going to need more children to be born, to provide for the workforces of society, the rich won't have them so where are they coming from? Viva the birth of every child with or without the funds!

Terrible thing human rights.
We live in a society where we are prevented from throwing our axes and claiming our land and if it was a matter of the survival of the fittest then monetary wealth wouldn't be a concern. In such a scenario only the fittest and bravest would have multiple children.
There are some fit and brave poor people in the UK.
Nobody should purposefully be allowed to burden anybody else and quite simply if you cannot afford children then you shouldn't have them. However we must remember that procreation is Gods ultimate job for us, when a person earns a living through prostitution he or she is frowned upon so in a society where you can only become rich enough to have children if you do acceptable work, we have to support those that cannot find acceptable work. But these people should at least look for it.
We cannot tolerate a society where only the rich are allowed certain liberties but at the same time we cannot allow a system of support for the poor to continue to be a system of support for the lazy.

I do understand where you are coming from but I thought we lived in a society of freedom of choice and what they do in China is barbaric as I know people out there who have had to go through abortion due to a mistake.
I also know many wealthy people who cant even be bothered to look after one child let alone several.
I also know many who have children just as you say and yes it makes my heart sad.
In saying all that money is not the key to being a good parent it is love, time, discipline and rules.i know the poorest of families as I have worked with them and I can tell you the majority have a happy, stable loving family home.
We do not live in a society that says you can or cannot have a child because you cant afford it and the day we do I pack my bags

I tend to think its children who make you poor. However,
I think your idea is a bit `Big Brother` if that became the rule only the rich should have children..I find that a bit hard. Some of our most revered famous people came from poor homes. Sometimes it`s that that tend to give people drive to improve themselves. Not all people with large families are a burden on the tax payers, far from it, as when all their children go to work they too will pay taxes, which will be used to keep the elderly and sick of the next generation. I think the biggest burden on the tax payer are the people working and continue claiming benifits.(They are scum).

Yes poor people should be allowed to have children, however people like you should be stopped, the thought that you may pass your bigoted, vile hate filled attitude onto an innocent child who would then go out into the world and perpetuate more narrow minded, bigoted hatred is scary,

Yhe China deal is not viable and many children that have been born outside of this law have been left abandoned to die......
People need better access to birth control ..Abortion should NEVER be used as a means for birth control...So the poor and not so poor need to be educated about socio-economic problems not punisned for having kids....

No, because unlike China we do not have the legal mindset of a crazed dictatorship (yet). It's a human rights issue. If a family cannot afford to have a child, then society should be providing mechanisms that help them raise their earnings.

I assume you are qualified to make the laws that would implement your questions answer. Of course, you would have to define how much money is required to raise a child and also how little money is meant when you say 'poor people'. Then, please describe how you might implement your decision so it is forced upon the free people of the UK.
