I have experience with HTML, CSS, Javascript and some graphic design. I also have a small portfolio that consists of business websites I have developed for friends. Am I qualified to be a successful Web Designer if I decide to change to this career?

Most likely, anyone with a deep understanding of HTML and other languages can put together the same webpage. The true test is whether or not that person/company can drive up some business and maintain positive relationships. Word of mouth is key, and you have to be a professional about customer service. Good Luck if you do decide to get in.

Do you thoroughly enjoy creating and designing new Web sites? Can you see yourself working 40+ hours a week on Web projects? If the answer is yes, then you should definitely think about getting in the game. Good luck w/ the career move if you take the plunge.

Qualification has nothing to do with success.

If you don't sell yourself well enough, it won't matter how qualified or good you may be. "All" you need are good marketing skills. It's true that you'll need an impressive portfolio to boost your sales pitch, but that alone won't do it.

However, being a Web Developer/Designer for 9 years now has taught me it's the best job in the world. :)

just start at the bottom and show your worth and work your way up - you seem qualified enough to me - go to an agency or look online and see what quals are asked for in the ads.
