The tower which is mistakenly known as Big Ben was finished in 1858.

The name Big Ben actually refers to the bell inside the tower, which chimes the hour. This was cast in 1856 but was broken before it reached the tower and had to be recast, so it wasn't erected until 1908.

"Big Ben" is properly the name of the hour bell of the Great Clock in the tower at Westminster. It was cast on 10th April 1858 at Whitechapel Foundry. (see link 1)

The tower that the clock and the bell are housed in (which everybody calls Big Ben) was completed in 1858. The tower has also been called The Clock Tower and St. Stephen's Tower. (see link 2)
