Who are you to judge if someone is bad or not? From what you said it sounds like a drug dealer. I sold pot for a long time and I don't believe what I did was in any way immoral. If they are not interfering with your pro-suit to happiness and they are not hurting others than let it go. Otherwise call the police.

Most communities have a "Crime Stoppers" program where you can phone in your tip anonymously to the police and sometimes offers rewards if your tip leads to a successful arrest/prosecution. If the $100 grand is from a bank robbery, there is a good probability that there will be a reward offered.

How that workes is you can elect to take a control number and call back in to check at a later date to see if there is a reward (you are only known by the control number, not your name, address or anything else, unless you chose to give out that information)

You could try leaving an anonymous note describing this felony at the doorstep of the Police Station or several officers whose addresses you are aware of not only one.

You could call the station or 911 from a telephone booth and tell them about it.

Do let in a friend/confidante in on it. Write about it in your diary or a place of record.

In your situation, I'd advise going to an older more experienced person like a parent.
Or you could go to the particular agency involved.. for example the food stamp office, or social security ect.
You could also try going to the police station and they will take care of it for you.
