It means that the market in question is getting more stable.
In respect of a market where things are traded, there are certain indexes worked out to show the trend of trading. If there is a strong fluctuation - ups and downs - in a short period of time,then it is called a volatile market. If after that situation, the trend becomes more 'normal', then the market is said to be stabilizing.
If there is a product for which the market is not very good from the seller's point of view, and if some situations change in market dynamics which make the demand for the product go up in a systematic manner, then also it would perhaps be right to say that the market is getting more stable or predictable for that product.
