No they aren't, but yes, many of them are like that. I invite you to read other resolved and open questions on this travel forum about Malaysia and you'll see that not all Malaysian hold such racist views and treat people bad. Check here

About English: most of people can speak English but their English is hard to understand (talking generally), although there are some people who speak better English although all but a few make frequent grammar mistakes, such as misuse of tenses, putting -ing forms in present simple, incorporating Malay and Chinese words in English sentences (eg. lah, meh, ma; nasi, kiasu, ganas, sedap...), omitting -s ending for 3rd person singular present simple, not using perfect tenses at all, and of course using rude words (eg. pissed off instead of angry). They also like to stress personal pronouns and use them too often, which sounds rather rude to an English speaker (like "please come to my house tonight" will be "you come to my house tonight ma"). Words like "thank you" and "please" are rarely used. Some of them do know good English, however.
It's actually not only foreigners who receive the "four-star treatment" mentioned in your question; some Malaysians also feel that way. Relax, you're in Malaysia... If some of them cannot even behave online, so how can you expect them to behave when they meet foreigners face-to-face?
Once I was queuing for a KTM ticket at KL Sentral and there was this Malay guy who decided to skip the queue a bit so he thought jump in front of a foreigner would be the right thing to do, and I had only 2 people in front of me. He was more unlucky as this foreigner is a kick-boxer and the Malay fellow took a Superman flight to land couple of meters away. Then all the people behind me applauded and the boy ran away as fast as he could.
My friend, the problem is that many Malaysians are too self-centered to see the way they treat people is wrong. They are raised in constant praise and that's why they feel so special about themselves.

just like any other race in this world, some are nice and some are ignorant. Most do speak english. Depends on where you go and whom u spoke to. Living in KL i would say that 10% of people i interact with speaks only Malay. 90% speak english and malay. I agree that malaysians are generally rude and racist as u may find in this travel section. I dont know why they turned out defensive. But anyhow, sorry for your bad trip.

an prolonged, long term in the past, while there have been better land hundreds earlier to the tectonic shifts, human beings travelled from place to place, by using land or by using sea. some Malays settled in Malaysia, others interior the Philippines. Or vice-versa. because of little archeological findings interior the Philippines, not plenty is relatively-known. Malay is many times the term that refers back to the indigenous human beings. for this reason the "Malayan" beneficial factors are stated on some Filipinos: bony brows, stated cheekbones, fleshy noses.

Language wise they are not the same (as some can and some can't speak English or other language beside Malay) BUT character wise they are all the same...
But from what I've experience so far they treat tourist better than the local people.
Maybe you should elaborate your experience so the answerers can have a clearer picture on what you have gone through with the local malay..

I think Shayna, Butterfly and Holyman3 are completely deluded in the fact that malay people are generally polite. WRONG!! Malay people especially those from rural ( kampung ) areas disrespect whomever they want , regardless of skin colour or manners. Seriously, malaysian, not only malays, are generally rude, its a true fact. But not all of course, highly likely that feyridz had encounter the "bad percentage". Luck is more the factor in this case, most likely , polite malaysians are those in city areas, MOST LIKELY, not highly likely, its all about the odds.
My advice is, if you wanna have a good time, stick to KL, Langkawi and all the highly publicised tourist spots, if your lucky, you'll actually enjoy Malaysia, Have Fun!!
