Why do you think octopus have had to evolved so much?

In addition to being hunters, they are soft bodied: not only do they not have shells, but they don't even have bones. So, they are very vulnerable to predators; they might be very intelligent to hunt prey and avoid other predators.

As well, they don't have any skulls to hold them back. Humans brain size might be kept in check by cranium capacity.

And then, human infants can't have heads that are too large because childbirth is already so difficult for our species. I suppose octopus "childbirth" sidesteps this problem.

Also, octopus tentacles, or "limbs" are able to manipulate their environment, and explore their surroundings.

Hunters are nearly always more intelligent than the animals that they hunt. You'll find that cats, humans and octopuses are more intelligent than mice, cows and shrimps.

It is said that really intelligent creatures need hands so that they can manipulate objects. Octopuses have probably the best "hands" of any creature, so this may help, although it is not a guaranteed road to intelligence.
