They may not be happy campers, but they stand on parade, just like volunteers.
Alternatively, just invite them.
But you may need to offer incentives to join your rank and file.

no, though i wish i did. very difficult task if you speak of a significant movement, major belief, avtivist group, etc~
perhaps, with much time, the answer might be found within yourself. hopefully for your sake it rears itself in such a time frame that it helps.
