It's specific to the woman. The piece should highlight one of the better, if not the best, feature of the woman wearing it. Color is important to work with skintone (potentially also hair and eye color), the cut should show off the feature, and the article of clothing must fit well (not loose or overly tight).
I find short skirts and/or shorts (like the boardshorts mentioned) to be great, sexy articles of clothing on most women with curvy calves and long legs. If they're wearing heels - it only elongates the legs and draws that much more attention to them.
