well you will drive about 1/2 a mile if your lucky. your engine will stop, you will have it towed, and if you know what you are doing-- you will spend about 6 hours getting it to run if it didn't do much damage to the fuel injectors (if fuel injected). If it was a few ounces I would tell you just to get a alcohol based fuel treatment for water in the fuel and pour it in. But about 16 oz. is way too much. If you know what you are doing with cars--then disconnect the fuel line around the fuel tank--before the filter, and extract the fuel into a plastic fuel can (water is heavier the the fuel and it would draw out first) add the water in fuel additive to the remaining fuel in the tank. run the engine at home and pray. If money is not a problem tow to a shop--and have them do the job correctly. Also see if your covered for Vandalism under your insurance policy or you have Triple A--this may be covered. But, get a police report first.
Main thing is not to jump in and start the engine, and try to drive away.

Stop panicing, you're okay. Now go to the local parts store and get a bottle or two of HEET, put it in your tank to dry up the water, go to the gas station, top off your tank, buy a locking gas cap, and tell the police about the joker who is trying but failing to destroy your car. It is best to put the HEET in your tank at the gas station BEFORE you put in the gas. Now take a deep breath, smile, and be thankful that it was water, and wasn't sugar.

well that would depend on how big your gas tank is, but if it was two small cups, then nothing
To help fill tank with gas and go to the auto parts store and get 2 cans of a product called HEET.
It will break up the water so it will burn in your engine.

well, it might make your car run rough, you can always add a couple of cans of dry gas to a full tank. It helps to remove water from tanks.

Either drain the tank or put in drigas.Water can damage the fuel system dramatically in some cars.

It'll go to the bottom of your tank, get sucked up into the fuel pickup, stall your engine. If left in long-term, it'll corrode stuff. Get it out and make him pay.
