Neither. Look at the situation in both this countries. Rich are getting richer and the poor are getting poorer. Standards of living in most parts of this two countries are shocking.
Kids are growing up in slums and there is no proper system put in place for the citizens of both this countries to address all this problems.
So this will lead to deterioration of life itself. As Hitler said 'Fortunate are the leaders because the people do not think'.
