I would like suggest China for studying Engineering program.

India has the best and largest number of engineering colleges in entire asia. From IIT's (Indian Institute of Technology, NIT's (National Institute of Tech), to other premier private colleges like BITS etc.
Incidentally, the Indian Engg colleges churn out thousands of Software, Electrical/Electronic, Computer Application, Architecture and Mechanical engineers every year!
The fees in India are also much cheaper than in rest of Asia.

I can tell you it is SriLanka,the best place to study engineering is Faculty Of Engineering in University Of Peradeniya,good acedamic staff,good non academic staff,good friendly faculty students ,good air etc....If you study here You will find out much more good things that I could not mention here,you can actually experience it.I mean the atmosphere is great.Large area is reserved for the university so oyu can walk freely(there are other six faculties too).Also SriLanka's most longest river is also flaws through this faculty area .So you can get more beautiful experience there.

It is diffcult to mention the name of asfecific country..however i should try..
JAPAN: u have to get extreamely good marks/ grades to be qualified for studying scholarship or have to be extreamely rich to study engineering self financed, u have to undergo learning Japanese language for one year.
