He keep saying he is coming to my house to give me some paper work but something always come up he cannot make it but is close by. This happens many times

If I'm not mistaken he's playing hard to get and wants you to invite him over.
Tell you what, why don't you play his game, Invite him over....then cancel 5 min before it's time for him to show up....lets see how he feels, I'd say do that for about 3 days then really Invite him over. Then see what happens

invite him as thats what he wants but luck isn't leting him to go on. so let him in
