You can get HM03 at the safari zone in fushia city. You'll need to head all the way through to the area where you'll find the Warrens Gold teeth. Head just west of there and you'll find a house. Enter and you'll bed given HM 03 from the man inside.
In order to use it you'll need to get the Fog badge from Koga in the fushia city gym.

u can get it in the secret house in the safari zone,check the notice board when u r in the safari zone,if it say that find the gold teeth that means u r very near to the house.
