Well this is a dumb question. There is no way that the government can stop breeding. I agree that there are certain people who shouldn't be allowed to have kids, there are people that are too immature to handle it.
Wouldn't it be great if we could make breeding like getting a drivers license? You would have to be a certain age, take a test, have a learners permit (where you would have to take care of a baby for like 3 months), and then you get a license to procreate!

It depends where you live. In America and Japan there is no overpopulation problem . In other counties like China, Philippines, Indonesia, India there is a serious problem. Each government must face this problem and solve it. They could also encourage adoption. Many couples in America want to adopt but governments make it difficult.

you can chose to have 1 baby if you want but you can't impose that on others...put yourself to sleep if you don't like it
