It isn't. They don't go anywhere before summer, summer is their breeding season. I am having a bad problem with those little cockroaches (German) and it started about 2 months ago, during summer.

Depends on the insect. Some will overwinter as larvae, for example wood boring beetles are inside tree and tree limbs, they are one of the insects woodpeckers are searching for in winter, others still will be under the leaf litter, under logs , bark, and quite a few larvae are aquatic so they are fine as long as the water doesn't freeze to the bottom . Other will survive as pupa or cocoon, hanging off trees , buried in the soil etc. and will emerge when the warmer weather arrives. others still can overwinter as adults, just think of wasps and bees where at least the queen survives to keep the colony going, or one of my favorite insects which overwinters as an adult : the mourning cloak butterfly, I find it remarkable that something which looks so fragile can manage to survive the winter. Tough most insects have a short lifespan relatively speaking, others are quite long, just think about cicadas, they can remain as larvae for over 2 decades !
