Interesting, except even using your "Cleveland only counts once" thesis, Kennedy would still be the 34th individual to serve as President of the United States.
Dallas is Region 11 in the Federal Reserve System; K is the 11th letter of the alphabet. Could be a coincidence.
The "World Trade Center on the $20" thing is more interesting.
