Although I've never been asked it, I believe I have heard that a good answer to that question is that you want to further your career and be in a position that challenges you more and allows you to grow more in your career...This answer would probably always sound good, unless you're applying for a job that is less esteemed than your current one, but that's probably not the case.

You wanted to advance to a better position which they weren't offering.
You wanna be a little closer to home, (that's if you do wind up closer).
* You really like the position/place your applying for.
Just remind them that you really wanna be there, it always worked for me.
