I used bit tornado before and most of my downloads were going around 30-55 kb/s, and now I am using uTorrent and they go about the same, like 45-60 kb/s. Is this quick for bit torrent? or are my settings/router/firewall slowing the download?

No, it's not the same file, and I know that it matters on how many people you're downloading/sharing it with. I was just hoping I could get a rough estimate on an "average" speed people have. because when I download files from certain websites I usually get around 200-600 kb/s so I was wondering if the torrent files should be as low as they are.

I use Cable internet and my ISP is Road Runner.

Some of the bit torrents I download are of the Anime Bleach off dattebayo and thousands of people seed/leech those files yet my speed is still around the 50's.

depends what your download capabilities are. i have a 2meg down 750 up cable line in my house and on a really good torrent i can get 100 kb/s. also depending on what software you use, it CAN affect how fast you download, some wont let you download at max speeds unless your share ratio is above a certain limit.

are you downloadin the same torrent?

the download speed usually depends on the number of peers you are connected to, not the software.
