If you want me to criticise those particular presidents, I only need to refer you to U.S. international policy from 1945 to present day.

During what they called the "cold war" the U.S. fought proxy wars in indo-china the middle east and south america, resulting in the deaths of millions of people and the arming of some of the worlds most violent and radical groups.

One of the most significant of these proxy wars was the war in Afghanistan between the U.S. backed Mujahideen and Russia, the final outcome of which has yet to be revealed.

That particular conflict was entered into by Jimmy Carter and has been stoked up by every president up to George Bush Jr, the monkey boy.

I think we have enough to worry about within our own borders much less bringing other countries into the fold!!!
