First step is call the ISP tech line and seek help. I have win 98 and no problems, and this old computer is 12 years ancient. I added an ethernet connection so I could have cable internet, but my old Rockwell modem still works fine. I have Netzero dial-up free for emergencies when the cable is down, and it works fine. Before cable I had DSL which included dial-up backup, and it worked fine.
Your modem driver may need updated, which you pretty much have to be online to do, but most likely the ISP techies can walk you through the steps to get you up and running. If not, try another ISP would be my advice.

don't listen to what others say bad about your 98 machine. it is plenty good for doing what you want online. not everyone can afford a nicer machine. if your ISP is saying your modem isn't correct, then they are wrong. it doesn't matter if you have the old33.3 modem(which is very slow) or what you have now i assume is the 56k modem. possible what they mean is updating the drivers for it. you can get the drivers from driversguide.com. just enter the model and such and it will show the drivers or you can get them from the manurfactures web site. to know what you have, take the screw holding it in out and remove it carefully from the computer.this way you can see everything on it and have a better chace of getting the correct ones. you'll get the drivers on another computer and just download and save them on a 1.44floppy disk. once you have them on disk, goto the system properties on the 98 machine and select the modem and select the update drivers. pop in the disk and select the A: drive for it to get the drivers for it. this should be all you need to do. if you are in the USA, email me your number and i can help you out with this. i work on these old machines all the time for people that have no money and just want to be on the net!!!

By updating your modem, your ISP means buying a new modem. Sounds like you need a whole new system. It's almost 10 years old!

Do you hear the modem dial up a number? Probably not! This would mean your modem driver isnt installed or your modem isnt working anymore. You will need to find your modem model and download the driver unless you have the original modem disk.

When you dailing the ISP no. and there is the dial tone sound in your modem then your modem is ok and after dail tone it is not dailing then you have to change some settings. Try some settings given below-
DC-Double Click
DC in MyComputer then DC in Dailup networking Connection, there is the connection which you are using for connecting the internet, just right click on it and go to prperty the there is one option (WAIT FOR DAIL TONE) uncheck the same.

i think you should first of all open the cabinet of your system after switching it off and then look for the model number and the company name of your modem .note it on a note book
now search in the google or any other search engine for the
free drivers. install it . it is vary easy.once you have done it
go in internet explorer icon -right click on it go to the properties on connectiontab select always dial my default connection.now go to the control panel ->modem->properties->unclear the wait of the dialtone under the speed of the modem.

Invest in windows me or xp! It works on somethings to be cheap and use old equipment but me and xp are pretty cheap
