differences between system administrator role and security administrator role?

i want to know the differences between those two concepts as far as client server programming is concerned

Depends who you ask...

IMO.... system administrator would be the person managing the server that is hosting the application. The security administrator would be the person who examines the security requirements for the application and possibly setups the security on the host.
