Female oscars will frequently do this. It prevents tem from becoming egg bound.

They ARE most likely unfertilized eggs. If you're a girl, you might not be pregnant, but you still have a period every month, don't you? Same thing. Same reason chickens lay eggs. The eggs we eat - they're not fertilized, but they have to have somewhere to go once they've been made. They can't just disappear....

Also, some species have learned how to asexually reproduce. The "big" word for it is "parthenogenesis." I doubt your fish and its species have learned to do this, since they're domesticated. BUT there are some species which live in the deeps of the ocean that do reproduce asexually.

No sex is needed in either birds or fish to lay eggs- that doesn't necessarily mean they are fertile.

Because it's female, and that's what they do. They won't hatch if there's no male, because they won't be fertilized.
