go to programs in your control panel>programs and make sure Internet Information Services (IIS) is installed you may need to install it from your vista CD, or down load a different web server app from download.com. then you can buy a domain or get one from a free service and direct it towards your IP address.

*Hosting on a web site on your Personal Computer is probably not best or easiest way to do it, most people who install server software on there PC's do so for testing purposes.
