I am also African-American and scar easily. Nothing over the counter will totally remove scars, definitely don't use bleaching cream. Going to a dermatologist is the best thing. If she doesn't want to do that or is not able to something that helped me is to use one of the over the counter glycolic peel kits. L'oreal makes a good one and you can buy them at any drugstore. That should take care of a lot of the dead skin (that is probably coming from not exfoliating enough). Like I said, it will not completely remove scars, but with continued use once or twice a week your skin will look better.

Don't use bleaching cream!

She needs to use exfoliating cream to remove dead skin on a daily basis and a moisturizing cream after she washes her face. She most likely has dry skin.

She needs to NOT scratch her scabs and go to a dermotalogist.

No, no, no.

Have her go to a dermatologist. These are called keloids and it's a buildup of scabs that forms scars. her body overreacts to healing and causes scarring.

That's typical, with African Americans, if she is. Heh! They have a cream at Walmart, it's called Ambi, tell her to try that. It worked for me. ( :

If not, have her see a physician. It's very hard to remove scarring, especially if it's been there for quite a while already.
