Peyton Manning - I know a lot of people say Brady because of the championships, but it's not about the championships. He's consistantly a QB that throws with a passer rating in the high 90's, low 100's. In 2004 he had the highest passer rating ever, surpassing Steve Young and Joe Montana with 121.1. He's already blown a few QB/Receiving records out of the water with Marvin Harrison and set the single season touchdown record in 2004. And now that he's won the Super Bowl, the whole "he can't win the big one" should be over.
And what people tend to forget, is of current QB's, he owns more passing/touchdown records in then any QB currently in the league (around 6 total). That's including Tom Brady and Brett Favre.

Then Marino, no question. Come on Joe Montana had so much talent with him it isn't even close. Do you think Montana could have done what he did without the running game and line he had not to mention the defense and receivers? Marino had a good line and receivers. No running game and a decent defense, but yet the made the playoffs over and over. Just because you don't win the superbowl doesn't mean you not the best at the position. All I have to say is Berry Sanders is the best running back of all time, not Roger Craig right? The best now is Manning, he is setting records and plays every game. He is not only good, but very tough.

Then: Otto Graham or Bart Starr. Both were winners in their careers. Graham never played on a losing team, and won 6 championships(10 including AAFC). Bart Starr lost only one postseason game as a starter, and was the MVP of the first 2 Super Bowls in an era where passing was not big. He also made great decisions. He had a streak of 294 straight pass attempt without an interception.
Now: That is always open for debate. It's just like the Elway/Marino question before Elway won a Super Bowl. If I was to pick one, it would be Payton Manning. He has great recivers, but should that be held against him? Bradshaw had great recievers, but he is not thought of as a bad QB. Manning has size, strength, quick release, and accuracy. Given time, he will win another Super Bowl.
