I have no idea, but I think it'd be best to take it to the vet. I don't know what, if anything, the vet can do, but u can only try.
I have a fish that's acting funny too, it has a crooked tail and sometimes it swims backwards, lol.
Good luck.

the subject is you're slowly killing your fish! Yours is the weaker one, so it incredibly is exhibiting symptoms faster, yet they'll the two die upfront, and exceptionally quickly. i does no longer save a snail in a 0.5 gallon tank, no longer to point 2 Bettas! in case you prefer to maintain them in a divided tank, get a 10 gallon, or a minimum of a 5 gallon, and greater healthful it with a divider. Bettas do ultimate in 5 gallon tanks, yet can take care of in 2.5 gallon tanks. Which ever you %, it might desire to be heated and have a gentle clear out. If the water would not freely pass in the process the divider, positioned a heater and clear out on the two factors. If the divider is obvious, positioned some tall (genuine or silk) vegetation alongside it so they do no longer would desire to stare at one yet another each and each of the time. do no longer use plastic vegetation in Betta tanks! make beneficial the water point is low sufficient that they'd't bounce from one element to the different. Bettas are spectacular jumpers! in case you do this and carry out weekly water differences of 20-25%, your Bettas will stay long, healthful lives. A Betta can stay 5 years or greater if saved in good situations. do no longer do this and Blondie in all risk won't stay to be certain Christmas, and the different one would be long previous earlier spring! i will almost assure it! Get some books and/or pass to 3 online boards approximately Bettas. and aquarium protecting. You curiously have lots to learn approximately those marvelous fish.

the first thing you shoud do is find the problem quickly and treat it. test you water Quality (Petco offers free testing) it most likely be high in nitrate levels so do a 10 percent water change, drink water preferred. the large balloon thing might be a parasite or more likely if it is where the stomach is a bacterial infection of the stomach. in any case it should be treated immediately so go to you fish store and look at all the medicines most medicines will describe the symptoms of the deasese it treates so find the description that fits you fish and get it. that is all I can tell you from your discription.

NEED TO KNOW, tank size, cleaning schedule and how its cleaned, water parameters ammonia, nitrite, nitrate, ph, food that the oscar eats and what color is the balloon looking thing?
Anyway to get a picture of the balloon looking thing?
Without knowing the info i need to know, im guessing that the balloon looking thing could be an abscess, or tumor, or parasite, or viral infection like lymphocystus or somthing.

It could be a female trying to lay its eggs.Or it could have been attacked by another predatory fish in the tank and is weak and dying. With little details to go by,it's hard to give a good answer, only speculation.
