I know Rise of Nation:Throne and Patriot is a expansion, Do I have to buy the Rise of Nation first before I can play Rise of Nation:Throne and Patriot? What will happen if I install Throne and patriot, without installing Rise of Nation?

Sure you need the original one. The expansion is only updating the data and adding the newly ones so the original one is somehow upgraded. If you dont have the original one then buy it.

You need the original. I have no idea what message would appear if you attempted to install it without the original game already being in place. So the answer to your question would be a categorical 'yes'. You'd have to purchase the original first.
