i want to know what can cause the uneven turning effort on a power steering rack and pinion.

Uneven turning, I would say replace the rack, either the seals have gone in one side or the flow valve assy in the neck of the rack has an internal leak or crack.

Uneven as in shuttering? If it is shuttering (vibrating when turning) both ways, then I would look for a leak in the power steering system. If there isn't a leak in the lines or pump, then I would have a professional check the steering gear, or rack and pinion for a defect. If the shuttering is only when turning one way, most likely you need to have your front-end parts inspected by a pro, and you will most likely need to replace a part and get it realigned.

Depends, but the most common issues are
Failing control spool (controls the hydraulic assist)
If there are external cylinder hoses, perhaps a bit of deteriorated internal skin from one of the hoses.
Tires unevenly inflated.
Mis-matched tires (different brands, styles, sizes)
Body/frame damage
