If your cold is over, meaning you are steady on your feet, and have no fever, go ahead and sing. If you notice however that your throat is still scratchy, ticklish, prone to coughing, rest for a few more days.
If this doesn't clear up within say another week, go to the doctor.
For the too much phlegm, drink lots of: herb tea, water at room temp, warm lemonade ( not too sour) with a spoonful of honey in it. the equivalent of 8 glasses a day. this will help your body wash away the excess in a very gentle natural manner.
You may find that you have to breathe more often as a result of your cold. As long as you don ot put any other straining or effort into it, your voice will respond sluggishly, but properly.
The Farinelli Maneuver, named after the legendary castrato of the 17th century, and probably the first pop star of all times, used a breathing exercise that will come in handy for you:
Inhale slowly and evenly for 4 seconds.
Wait, without closing down in your throat, and experience the feeling of wideness through your ribs and abdominal muscles, for 4 seconds.
Exhale gently through pursed lips for 4 seconds.

Once you get used to this, you can start lengthening the times. ( Farinelli was said to have been able to work in batches of up to 20 seconds. but that's not for us lesser mortals)
This exercise will also help with your regular breath support. Check it out with your teacher.
Best wishes and keep on singing

The phlegm is in your lungs, right? Where does your breath come from to sing? Wait it out and get better before you do anything....your voice will be back to normal in no time!
