Most places in California allow a fence to be 6' tall, plus an additional 2' of lattice above that. An exception occurs if you live on a corner lot, then the total fence can only be 4' tall for 75 feet each direction from the corner (this allows cars to see around the corner).

There is a local building code book that can usually be purchased at the local government office or you can ask the code enforcement offical what it is. Some areas don't allow fences, others want it at no more than three feet high in the front.
The government usually owns the property in the right of way to use for utilities. Property lines usually start at x amount of feet from middle of the street.

Call your city or county building office they set the limits.
As a general rule if you are in a residential neighborhood your max height will probably be 4 feet but more then likely it will closer to 3 feet. If you are out in the rural areas, like on a farm, there might not be a limit.

Give the 10 to ted. It is totally a zoning/codes issue. many will allow as high as 6ft. but some may state even the Kind of fence, IE: Picket, chain link, Stockade, etc.
Every municipality, and even specific neighborhoods will have info on restrictions, IE: Historic districts. Most especially as that regards a Street Side Fence.

You may be required to pull a permit for a nominal fee, but better do it within the law than to be asked at some point to take it down.

Each city and town has their own set of regulations and restrictions. It is best if you contact the building or permit department for residential restricitons on fences.
Many people apply for a variance so the new fence can be higher than the regulations state.
In addition, established fence companies know the restrictions and can be help-full.

Check with your city and then make it as tall as possible so you have some privacy. Good neighbors always have tall fences and mind their own business.

check your local zoning board. codes vary from town to town. a permit may need to be aquired first. make sure the set back from the center of the road is is legal.(the right away from the center of the road). best just ask your zoning board what you want to do and they will tell you all the necessary things that are required.
