It has gas. It makes a noise like it wants to start. but it cant.

Need more details. How do u know its not the starter? Does it make any noise when u put in the key and when u turn the key? What kind of noise is it making? if any?
If its not the starter, it can't be the alternator if you say the battery is fine. How do u know the battery is fine? If its the alternator than the battery would not be fine.
If its fuel injected check, might need a new fuel pump or fuel filter if clogged. Does it sound like just not enough gas is getting there to turn the car over? maybe spark plugs or plug wires.
If any lights are on, on the dashboard, then autozone or other car parts stores can diagnose it for free, to see whats wrong.

Does it start sometimes, but then you drive it, then shut it off, the go to start it again and it won't start, but it can be jumpstarted? If so, it is the alternator (that was what was wrong with my Buick when it i wouldn't start and had a new battery and knew it wasn't the starter). If it doesn't start at all it could need new spark plugs, spark plug wires or coil.
If you have an Autozone in your community and can get the car started and there, they can put it on a smartscope for free and it can diagnose a wide variety of problems, or at least let you know what is not wrong).

Got gas? Does it turn over and not fire? Have you pulled a plug to see if you have spark?
