from the minute they are born, it's time. if you speak more than one language at home it will not confuse your baby.

Start Allowing The Child To Obtain The Knowledge That There Are Other Languages. Such As Let Him Watch The Spanish Channel As Early As Possible. But In Order To Sit Down And Actually Teach A Child A Foreign Language. You Will Have To Wait Till Approximately 3 Years Of Age. Because Until About The Age Of 3 Children Are Still Sticking Everything They Can Get There Hands On In There Mouth. Because They Have A Need To Know If Something Is Physically There Rather Than Mental Present. But At Approximately 3 Years Old A Child Will Start To Develop There Personality And The Trick Is To Divert The Other Language In To Their Life Style. Because At This Time The Child Will Go From The State Of Knowing Physical Presents To Knowing Whom And What They Can Trust. And Start Asking Questions Like Who Is That, What Is This, How Did That Do That. But At Approximately The Age Of 5 Or Six A Child's Personality Is Pretty Much Complete. And This Is The Time When They Will Start Seeing A Difference In People. Such As Black And White, Boy And Girl. So Get Them Involved With The Other Language As Soon As Possible But Don't Try And Flood Them With It. Because They Will Not Retain The Information Because Of There Lack Of Interest. But Do Not Wait Until 5 Because It Could Very Well Possibly Be To Late.

as soon as possible, but not before it has a basic foundation in the mother language or it will mix up the two languages, making it proficient in neither of them and leading to a quest to correct it later.
the ideal age for most babies is 3.5 to 4 years old, when the baby has a foundation in the mother tongue, according to the development status of the baby. please also make sure it starts no later than six years old. if so, the speed of learning would slow down remarkably. it could never pick up the accurate pronunciations throughout its life (never without accents no matter how well it studies phonology). i would recommend you to let it learn the complete IPA chart as well in case it is going to learn another language when he grows up so that it would have the least accents.

From the beginning. This how they learn the home language, so, you just incorporate the foreign words interchangeably. Another good one to teach if you know it, or, teach as you learn it and that Sign Language. Just learn to move your hands for the signs as you teaching the words.

The earlier the better. If you bring them up learning a second language it will be much easier than if you try to teach it to him/her later!

As early as possible
Babies learn the most when they are born and this falls with age
So the maximum you can learn is from 0-5 years.
