I had Simcity 4 a while ago, and I just installed it again on my new computer, and I had a region maker program that worked wonderfully! I was wondering if anyone knew what it was called and where I could find it.

I just found your question while looking for it myself.

You may be speaking of "SC4 TerraFormer" by Wouanagaine. Its over on the Simtropolis (link is listed in the sources), but you might need to register (free) to get to the page.

SC4 TerraFormer lets you create and edit regions, global and local teraforming. You can lock occupied areas and edit without worry of damaging used areas. It claims you can even use it within an occupied city tile as long as you avoid editing the areas with buildings. There are tons of other features listed on its page.

BTW, if you are not already using it, I suggest you use the Network Addon Mod (NAM). It is highly customizable to just improving pathfinding more intelligently, or to major changes such as increasing the capacities of roadways and allowing commutes across multiple city tiles.

The STEX (simtropolis exchange) has lots of downloadable lots and mods. Some lots such as for farming actually add new dimensions by adding new unlockable rewards and allowing farming only towns of great diversity. Other lots add diversity to your city, or real world buildings. There are mods that can even change the look of the game (trees, ground textures, water textures, etc).

Be aware, that during the day (in UTC -4 zone), the site can be very, very slow. If so, try coming back to it later in the day.
