Dress:
the theme this year is 007 james bond (isn't that every schools'?)
so i was thinking probably red, black, or white colors.
i like halters, but i wouldn't mind strapless either.

Hair:
like i said, i have long natural straight black hair. i can either put in up or leave it down.

On the dress I say go for as glamourous a dress as you can - there are never enough opportunities to really dress up so go for it! 007 is sufficiently vague that you can wear any colour you like!
On the hair, if your hair will take a curl and last then I would go for the big loose curls - the best way to do this is comb mousse through when your hair is damp and set with heated rollers - you can blast the top with a hairdryer to make it sleek. Be generous with the mousse though! And tip your head upside down and hairspray before brushing through the curls - you can use serum to define them just before you go.
If however, your hair does not curl well, then go for the up-do! That way it will last better!

Your prom gown is properly incredibly! :) yet i think of that the coiffure you % might desire to the two be the 1st, or seventh one. they are the two appealing hairstyles!! and in case you wanna upload some thing to the coiffure upload a clip/pin/flower/ headscarf and so on, which will tournament your gown! have relaxing at prom & goodluck with the coiffure :D

if Jame bond007 is the theme of the event, i would slick my hair back in one ponytail and where a sleek black pants and dress it up with a Boastia's and jacket with alot or rime stone on the boastia probably black rime stone and some 2inch black strap slipper with black rime stone

They both look good to me, and I studied fashion design for decades, so what ever makes you feel good, go for it. Enjoy your prom, you only get one.

go for the liz hurley look in austin powers,but the color should be red. that's it.
