well ,young lady what you do is simple, get yourself double side tape from the hardware store shouldnt cost more then $5.00 and wherever the rug inst flat apply tape to that section and press it down hard so it sticks now the better the tape the better the stick so don't be cheap lol.

Heat will loosen stiffened plastic fibers ie nylon which is what most carpets are made of. Heat area that is bubbled,wrinkled or misshaped. They do make a hand held steamer that works wonders on carpet but it is a bit costly for a one or two time use. They run around 100 bucks at any floor covering supply store.You can use a blow dryer keeping distance of about 1 ft. Then put heavy flat objects over the area, maybe if your coffee table is flat on top you can flip it upside down and place heavy objects on it. Leave it for a good 12 hrs remove. Double sided tape will leave a residue on the floor underneath and it with time can be extremely hard to remove. It also can cause discoloration on some floors, not a good idea.

lay it down flat and lay something heavy on the bump for a few days - like phone books...if that doesn't help turn it and hang it the other way for a few days....maybe you could even lay a towel down and iron it....

I would light spray it with water if the fabric will let you and then lay something heavy on it. Or if the fabric won't shrink one of those steamers.
