dude, tat's gettin a little too racist man. is ur country tat lovely? but anyway, i'll attribute with education, and government.

I am not an expert on this but I can make an educated guess.
Not enough government funding + lack of initiative and education for the public.
Basically (in my opinion)nthe same conditions found in the streets of NY before they got those things into place back in the days of major immigrant flow.

Because as we all know the middle classes carry a nation.
In India the middle class is just emerging. Once they are established as the majority then their taxes can be utilised to fix the infrastructure.

Your country(usa/europe..etc..)..has problems like racism,drugs and infidility \after living in usa for 15 years..so its better to have filth on the street rather than in your head,hope this answers your question.
