Basically it is wide enough to fit most QHs. If you have a narrow horse (of any breed)- you want a narrow tree (tree is the part around the horse's withers). Same with a wider horse- wide tree.

The saddle is built on a wooden or fiberglass form called a "tree". The front of the tree that goes over the withers is called the bars. The Quarter Horse Bar is build wider for the wider body of a QH as opposed to a thoroughbred, etc.
So that is what it means.
