You have a lot to consider - especially with that limited budget. Electricity is expensive here so that may rule out coastal areas unless you can do without air-conditioning. You don't have to live in some isolated village to live comfortably on your income - but areas with gringos will be a little more expensive.

Also the income requirement for retirees is about $1250 a month but there are ways around that with transfers from one account to another.

Plan on studying for at least another 6 months. Make various trips to different places to see if they appeal to you. Don't try to find places to rent online as they will be twice the price.

Puerto Escondido. My parents moved there about 6 years ago to retire. I was skeptical at first but my mind was completely changed the first time I visited and I've been back a dozen times and absolutely love it.
Why?
Because it is very much like the situation you seek.
It was originally a fishing village which started to become well known in the 70's by surfers. It has since been discovered by a diverse international community as a great place for retirement. I is not like other popular destinations in Mexico because it has not been and probably will never get overdeveloped and you are immersed in the local culture than any place else. Real estate and accommodations are still relatively inexpensive and on a meager budget you can live like royalty. Puerto Escondido is located on the Pacific Coast in the state of Oaxaca, Mexico.

Unfortunately, if you are coming to Mexico to live, the regulations require that a single person be able to prove a monthly income of $1500. Otherwise, they won't let you have a "green card" so to speak! You can come as a tourist, for 6 months at a time, and then you'd have to go to the border and renew it. I don't know how many times you are allowed to renew it actually. A really cool place that is little visited is the Costa Esmeralda area, along the Gulf Coast, south of Tampico. The whole highway from Poza Rica south just about to Veracruz is right along the coastline, very hilly, tropical, and the beaches are pretty. Not white sand carribean, but very neat. And the whole area is very old Mexico. Archeological ruins and neat stuff.

There are still places along the Baja coast where you can live on the cheap. Retirees are having a hard time now because of the unbridled construction of luxury condos that attract people with money willing to pay outrageous prices for everything...food, gas, utilities. San Miguel Allende and Chapala are great gringo enclaves but very expensive. Look into Angels Camp halfway between Rosarito and Ensenada.

San Miguel de Allende has lots of gringos, and everyone is very friendly and helpful. They have MANY schools where you can learn Spanish. They have some great restaurants near the Jardín, and there is always something going on--Summer Chamber Music Festival, celebrations around the Feast of St. Dominick (the Dominican Sisters run the Catholic secondary school in town), and the Feast of San Miguel, Holy Week, El Día de los Muertes, Posadas around Christmas. Fireworks tend to be set off early in the morning (6:00 a.m.!!!!) instead of at night on feast days.

The library is run by gringos, and they raise money for scholarships to send children to private schools, and young adults to college. They usually run movies on Saturday afternoons. There is also a movie theater just outside of town that shows first run movies for around $3.50 per person. A theater in town hosts concerts and shows.

There is an artisan market in town, and at one end of it, there is a market where you can buy fresh produce. The Tuesday market outside of town (near the movies) has all kinds of flea market type items.

The doctors aren't very expensive--around $20 for an office visit, which is a lot of people's copays.

San Miguel is located in the State of Guanajuato, about 4 hours NW of Mexico City. The elevation is about 5,000 feet. Winter temperatures drop to about 32º at night, and in the summer, it reaches about 80º. June, July, and August makes up the rainy season, and in April, there is almost no rain.

It's nowhere near as expensive to live there as the tourist areas and beaches.

I think the most American-friendly towns in Mexico are Chapala (Jalisco) and San Miguel de Allende (Guanajuato). Both are relatively small towns but quite close to large urban areas where you may find all services that you may need, including English-speaking doctors.

For less expensive options with low crime rates you may want to consider Celaya (Guanajuato), Aguascalientes (Aguascalianetes) and Xalapa (Veracruz).

For visa information you may visit the web-page of the National Immigration Agency. They have information in English.

Good luck.
