Talk about what he or she did that was particularly helpful to you. Was s/he a mentor, did s/he provide you with training, was his/her door always open to assist staff members?

The best speeches come from the heart and have personal meaning. Asking strangers to write a speech for someone close to you won't have the desired effect.

That's nice of you. If I was giving a speech to a boss, I would talk about the way that he or she has impacted my professional life. Give nice anecdote or story of how you learned under his tutelage and that you wish him the best of luck in his life.
