I see that no-one has answered your question yet and I am not sure yet either; however, "bottoms up" means to down a drink in celebration so maybe this means to take a drink with a straw while facing down! Or, it may also could apply to celebrating in zero gravity too!

Topped down means removing the top such as a car without a roof. In Politics, it is removing the President through impeachment.

Topped down usually means that in some form you are going to cause the down fall of something. it could be as in Watergate, they started at the ones that broke in and worked their way up to the President which caused the fall if his presidency.

I think youre talking about organizational issues and how they affect from the top managers to the bottom of the workforce.
