It's sometimes difficult to transition from staffing into other areas, in part because staffing is in high demand right now. If you are a contract recruiter, try taking some classes or obtaining an HR certification.

Another option is to become an in-house recruiter for one company, and then transfer into HR as opportunities become available. You could offer yourself as a "full service recruiter, taking the new employee from sourcing to hire and through orientation to get some experience in delivering orientation. From there it can be a quick step over to training and then you're off and running. A large company in a high-turnover industry (like retail or food service) may be your best bet to have an opportunity as an in-house recruiter as well as the ability to move up quickly.

Good luck!
