I have a Motorolla HD-DVR cable box and it has a USB port on the front of it. I was wondering what purpose it serves and how you access the port?

The programmers that re-furbish them are able to plug in keyboard/mouse in order to navigate the DVR's operating system. Most are disabled by default. Eventually DVR's will have the capability to have a keyboard or another input device attached so the user has a more efficient way to access it's features. But again, as of now mostly for programming uses.

Some DVRs have a home networking feature that let you connect a USB-network adapter to your box and connect to other DVRs in your home. As far as I know, this only works with standalone Tivos, not the DirecTivo.

It's so you can put all your recorded crap on a USB flash drive or external hard drive and take it with you wherever you go.
