The Saints didn't resign him. Just look at what they were able to to with Henderson, Copper, and Colston last year when Horn was out. Horn is a great player and I'm sure the Saints didn't want to let him go like that but there really was no room for him in the organization anymore. He's getting old and they have three very capable receivers on the team already. And with the money that they would've needed to resign Horn, they can sign more players on defense where they need the help to be even more successful next year.

Probably for the opportunity to play and for money. There is too much receiving talent in New Orleans. Colston, Copper, and Henderson are all quality receivers and they don't command the money that Joe Horn does until they redo their contracts. So the Saints already have the players they need at a bargain price and Horn can stay with them for the same bargain price or go to another team that really needs him and will pay for him.

Injuries have really limited Horn the past two seasons, and he is getting older. So his agent has a tough job getting him the money that he can command. Maybe he is way past his prime and he's the next Keyshawn Johnson. Playing a bit role as a slot receiver where ever he can get a nice contract or where ever he feels like playing.

Joe Horn left the Saints because he was cut.

If I recall correctly, the Saints forced him out. They did just fine without him last year and didn't even bother trying to get him back. Horn had no choice but to leave.

Now, to leave and join the division rival Falcons, that's a different story...

Actually, it was money. The Saints released him so they could have more cap room, and if I'm not mistaken, he was due a roster bonus on April 1. So not having to pay that saved them money too. I don't know if he's in a good situation now, since the Falcons traded Schwab, but who knows.
