6'3'' in shoes, with no running I can JUST tap the top of the rim. I'm a super skinny white dude.

My limbs are like noodles. If I started strength training my legs tomorrow, how long would it be before I could dunk?

well I'm 6-6 and not a great athlete anymore (28) and I can dunk easily, occasionally I get rejected by the rim but not often.

When I was 18 I could throw it off the glass and take off of two feet and throw down with two hands. I could run from one side of the lane and reverse dunk on the other side of the rim. My vertical was never really great the best it probably ever was, was 29 maybe 30 inches.

The first time I dunked was before my sophmore year of high school and I was about 6-3 1/2. So I can emphatize with you. It's always hard when you are learning to dunk.

to answer your question any good athlete should be able to dunk if they are 6-0 or taller. Any decent athlete should be able to dunk at 6-3 or 6-4 or taller. So yes you have some work to do but you are really not as far behind as you think. All you need to do is increase your vertical 6 maybe 7 inches and you can throw down, not clean but you could dunk than. It'll take practice to get the timing down (thats the hardest part for anyone who's never dunked before)

if you worked on it everyday 3 months, if you worked on it 3-4 times a week 6 months, if you half @ss it never.

Because the rim is 10 feet from the ground--you are 6 feet tall, and you can jump just under three feet. That leaves a little over a foot to go before you reach the rim. Simple math.

You can jump just not the best that you could. Train your core, that is your abdominal muscles, and do power stepping like running up stairs but taking three stairs at a time. Stepping up one leg at a time on a weight bench with dumbells for several reps is another suggestion. thats alright but not great. but i'm sure if u worked out a bit u'd improve. your abs are a important part in your jump just as your legs for thighs and calfs are...so make sure if u start trying to improve ur vertical you focus on the abs as well.

My brother is 6ft. 2 and dunks it no problem

You can´t jump at all.

Do exercises or lift weights, at that height, you should dunk it with authority.

no, you don't have a bad vertical, but work on your calf muscles to jump higher.
