I have a hamster, too.
First off, how old is the hamster? Maybe he is growing if he is young. If your hamster doesn't go on the wheel, maybe the wheel isn't comfortable? Try an exercise ball, they are great to roll around in, and they really don't have a choice to excercise or not. Don't feed him as much (take a LITTLE TINY BIT out of his feeding meals), and cut down on the treats until he is in shape again, but don't go back to feeding him as much as you are (if it's alot)

Maybe the wheel is to small for him to fit on. You could let him run all around on the floor in a confined place where he can't get stuck under any furniture.

trying stimulating his mind, and giving him a new place to run to encourage him to explore. Try to cut back your portions of feeding to less than a handful a day. Give him new toys such as paper towel rolls to encourage movement in his cage as well. He may just need more activities and new things to discover, spend more time with him.

Your hamster is suffering from severe depression and stimulis deprivation. Give him a bigger cage with more toys and some stimulation, maybe a friend.
