The best free program is Nvu.
The very best one that you can buy in terms of ease of operation is XSitePro.
Have a look at my site below.

If you are willing to spend some money, I would recommend Macromedia Dreamweaver. You can do a search on the Internet for free WYSIWYG editors. I would recommend coding the pages yourself though. XHTML is your best bet...AFTER you get the hang of HTML. A good web site for starters is http://www.w3schools.com

My site below under Internet Talk will not only get you a WYSIWYG editor, but also teaches HTML and has a great link for the differences between HTML and XHTML. Hope this helps

A good free program is Nvu. It is free and can run on Windows, Macs, and Linux. If you are running Windows, you can get the express edition of Visual Web Developer, which is also free. If you have 400 dollars laying around, you can buy Dreamweaver, which has a lot of tools, but is hard to get a hang of.

I highly recommend WebPlus 10 by Serif. It's a great program and has a short learning curve. I have done 1 website with it and am working on the second now.
