As the link you have listed says, it runs the cpu at a lower ghz/mhz when idle or not being used much. Less stress on the cpu and less heat generated. And what you do mean alive? windows to stay running/open? or how many years the cpu will still function?

I not sure. Mine have this and all it really seem to do is adjust fan speed according to heat. I just turned mine off and let the fan run at full speed all the time. I not see it can increase the life, just make things quieter when it not need the fan.
I should add, my IBM iSeries Laptop has a Celeron CPU and it do the same, just no way to turn off that I know of. All I notice is I hear the fan kick on when it need to. Which does let me know the fan is still working. I assume after hearing it for a while and getting used it we may not notice if it stop working. If, you understand what I saying.

It controls the speed of the CPU fan to make the computer run QUIETER when you have to have a "noise free" environment. I would guess that if you have a question about your CPU fan not functioning, you should replace the fan immediately! Don't chance on burning up an expensive CPU over an inexpensive fan.
