The command you're looking for is net send and the syntax is:

NET SEND
{name | * | /DOMAIN[:name] | /USERS} message

So at a command prompt type in the following if you're on the same domain. It should then send a pop-up like message to the other PC.
net send {name of PC} [message]

Open a Command Prompt (Your DOS window)
NET SEND is the command you'll use.
NET SEND /? for the syntax of the command but basically its

Net Send "PCNAME" "message"

or

NET SEND * "message" is for all machines in your workgroup/network

you will need to use net send command. the messenger service on both the computers should be on. you can check the services by clicking on start - run - services.msc and check the messenger service

net send IP number "message"
