Flappers as they were called were women who wore what was considered for the time short dresses with long beads. They would twirl the bleads and dance only the most modern dances in popular clubs and hotels. They would also wear their hair short and would speak up to men boldly. This was a huge part of american history that is very often over looked. Before the women's rights movement, these woman defied men by showing their legs, by being openly sexual and by not being afraid to talk to a man while looking him in the eye. These were called flappers. This was not restricted to any race or background, however most european women had a bit more say aroudn the household, a bit more free will, so yes, a good number of European women did become Flappers. My great grandmother was one for about 8 years. I still have her beads!

I think they were less likely to, due to more restrictive family ties that demanded certain behavior of girls and due to greater ethno-religious influences in their family backgrounds.
They had less freedom than American-born girls and also were burdened with more duties in regard to caring for family members and providing for their families. But I'm sure they sought what freedoms they could, and wanted to enjoy the same new freedoms that American-born girls were discovering.
